LISBON — A man accused of spitting in a police officer’s face and trying to escape from a police cruiser in January was placed under community control for two years
Devontay Bickley, 23, Lisbon Street, East Liverpool, appeared in Columbiana County Common Pleas Court for sentencing recently for a lesser-included offense fifth-degree felony escape, fifth-degree felony harassment with a bodily substance and misdemeanors of menacing and operating a vehicle under the influence of alcohol or drugs. He was originally charged with third-degree felony escape. Charges of resisting arrest and an additional OVI will be dismissed.
For the OVI, he was ordered to spend three days in the county jail and pay a fine of $375. His driver’s license was suspended for one year. Overall, he received credit for eight days served in jail.
Bickley resisted arrest and spit saliva into the face of an East Liverpool police officer while being placed into custody for allegedly driving under the influence on Jan. 29, 2024. He also attempted to escape by climbing through the window into the front seat of the cruiser and continuously threatened the officers.
Also in Common Pleas Court:
— William Styen, 44, Bell Road, Lisbon, was sentenced to 12 months in prison, with credit for one day served in jail, for a lesser-included offense third-degree felony burglary. He was originally charged with a second-degree felony burglary charge. He was accused of trespassing in an occupied structure on April 6, 2023.
— Christopher Byers Jr., 30, Fairmont Street, East Liverpool, was ordered to spend 30 days in the county jail and placed under community control for two years for attempted strangulation, a fifth-degree felony lesser offense, and misdemeanor domestic violence. A charge of endangering children will be dismissed. Byers was originally charged with fourth-degree felony strangulation. Byers was accused of putting his hands around a woman’s throat and choking her and covering her mouth and nose to prevent her from calling for help on Nov. 18, 2023 in Salem.
— Kenneth Zellers, 58, Main Street, Wellsville, was placed under community control for 30 months for theft, a fifth-degree felony, for depriving the Veterans Affairs Office of $4,000 from Dec. 1, 2022 to July 31, 2023. He was also ordered to pay restitution of $4,000.
— Hunter Congrove, 21, state Route 45, Lisbon, pleaded guilty to fourth-degree felony receiving stolen property and misdemeanors of using weapons while intoxicated and resisting arrest, with sentencing set for Jan. 24. Congrove was accused of having a gun that did not belong to him while he was impaired and for running from police who had responded to a person unresponsive at the Save A Lot grocery store in Wellsville on Dec. 8, 2023. He refused treatment and officers then noticed the barrel of a gun pointing out held between his side and his arm. He said the gun was not his and when placed in handcuffs, he took off running.
Municipal
Steven Douglas, 47, Main Street, Wellsville, was fined $100 for a tail lights violation. Charges of OVI first offense and OVI refusal with prior within 20 years were dismissed.
Madison Frank, 21, Pearl Street, Leetonia, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, with another OVI charge dismissed. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 40 hours community service.
Scott Gaskill, 57, Lisbon Street, East Liverpool, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, with another OVI charge dismissed. His driver’s license was suspended, with driving privileges granted, and he was ordered to complete 20 hours community service.
Devin Decker, 36, Youngstown, was fined $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI and reasonable control. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service.
Seaira Rae Moore, 19, Depot Street, Rogers, was fined $900 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and reasonable control. Another OVI charge was dismissed. Moore’s driver’s license was suspended for one year and she was ordered to complete 40 hours community service.
Kaitlyn McDevitt, 35, Smithfield Street, East Liverpool, was fined $175 for assured clear distance and reckless operation amended from OVI. Another OVI charge was dismissed.
Monica Novak, 53, Edgewood Drive, Columbiana, was fined $450 for stopped school bus.
Zachary Nastari, 21, Hanna Drive, Hanoverton, was fined $350 for driving under suspension and reasonable control.
Chloe Freedy, 22, West Middletown Road, Columbiana, was fined $40 for traffic control devices.
Michael Reese, 58, Akron, was fined $70 for driving under suspension and a tail lights violation.
Mateo Pablo Domingo, 21, Third Street, Salem, was fined $150 for no driver’s license.
Malik Marrow, 26, Youngstown, was fined $200 for driving under suspension and speeding.
Donte Glover, 39, Warren, was fined $150 for an equipment violation amended from improper turn.
A pretrial was set Feb. 20 for Elizabeth Shultz, 35, West Ninth Street, East Liverpool, charge with driving under suspension.
A pretrial was set Jan. 13 for George Moore, 52, Cannons Mill Road, East Liverpool, charged with no valid license and use of unauthorized plate.
